As amended 6/30/2025: - Prohibits the delivery of commercial goods directly to a residence or to a business for its use or retail sale through the operation of autonomous vehicles without a human safety operator on any highway within the State of California. - Requires the Department of Motor Vehicles to submit a report evaluating the performance of autonomous vehicle technology and its impact on public safety. - Provides an administrative fine of $10,000 for first violations and $25,000 for subsequent violations. - Excludes the transportation of prepared meals and food intended for immediate consumption from restaurants or food establishments directly to consumers from this prohibition. - NOTE: 6/30 amendment removes a provision setting a maximum civil penalty of $25,000 for each violation, and instead establishes a first violation civil penalty of $10,000 and a subsequent violation civil penalty of $25,000.
