As introduced: - Mandates that a person may not operate an autonomous vehicle on a highway to transport passengers or goods unless a human safety operator is physically present in the autonomous vehicle to monitor the performance of the autonomous vehicle and to intervene if necessary, including operating, stopping, or shutting off the vehicle.
