As substituted 2/4/2026: - Establishes the Office of Transformation and Opportunity to oversee high impact data centers, artificial intelligence, and emerging technology initiatives. - "High impact data center" defined as having critical IT load of 50 MW or higher. - Requires uniformity of local ordinances in relation to data centers regulation to allow for reasonable development. - Establishes the Artificial Intelligence, Data Center and Emerging Technology Regulatory Sandbox Program to allow for the testing of innovative products without liability. Requires such products to make certain disclosures to consumers. - Note: 2/4/26 amendments restricts a fast-track permit program for high impact data centers to with generate own electricity, expand current generation facility, or use facility slated for decomissioning.
