Prohibits a companion chatbot from claiming to be human. - Establishes additional protections for users known to be minors, or for chatbots directed at minors, including prohibiting sexually explicit content, manipulative techniques designed to foster emotional dependency, or romantic relationships, and reminders each hour. - Mandates that operators implement and publicly disclose a protocol for detecting expressions of self-harm or suicidal ideation and referring users to crisis resources. - Classifies a violation of these provisions as an unfair or deceptive act under the state's Consumer Protection Act. - The 1/23/2026 substitution requires disclosure when users seek mental or medical advice and prohibits chatbots from ever claiming to be human. Prohibits chatbots from engaging in romantic bonds with minors. Applies protections when chatbots are directed at minors. - The 2/17/2026 substitution adds protections for minors that prohibit output designed to promote isolation, withhold information from parents, discourage taking breaks, or solicit purchases or gifts. Deletes the required disclaimer that the chatbot is not a licensed health professional.
