As substituted 3/2/2026: - Prohibits local governments from withholding land use approval for, or otherwise prohibiting, drone delivery services on commercial property. - Expands the use of personal delivery devices onto sidewalks, crosswalks, bicycle lanes, and shoulders of streets, roadways, and highways, as long as the device meets certain safety regulations and is capable of being controlled by a human operator. - Establishes new felony offenses for shooting at an autonomous vehicle and for willfully damaging an autonomous vehicle. - Requires FDOT to study and evaluate the long-term impact of alternative fuel vehicles on state transportation revenues and identify policy options to address potential revenue reductions. - Repeals section of law that governs the development and issuance of digital driver's licenses, and repeals language that references digital licenses. - 3/2 substitute: - Defines "major theme park or entertainment complex" and prohibits drone delivery service from operating over or delivering to a major theme park or entertainment complex without approval. - Requires drivers to move over upon the approach of an emergency vehicle with flashing, oscillating, rotating, or similarly activated lights.
