As substituted 2/11/2026: - Requires the Department of Transportation to increase the minimum perception reaction time for all steady yellow traffic signals by 0.4 seconds. - Establishes the Next-generation Traffic Signal Modernization Grant Program, with a $20 million annual appropriation, to assist local governments in upgrading traffic signals with artificial intelligence technology. - Repeals current motor vehicle noise statutes and establishes a new standard prohibiting exhaust system noise that is plainly audible at a distance of 100 feet or more. - Authorizes a private entity to install an automated license plate recognition system on its property for public safety purposes, subject to data privacy and use restrictions. - Allows golf carts to be titled and registered for operation on roads without an inspection by the department. - Amends fuel tax decal requirements and provides penalties for any person who counterfeits, alters, manufactures, or sells fuel tax licenses, fuel tax decals, or temporary fuel-use permits. - NOTE: 2/11 substitute removes from the bill provisions relating to off-highway vehicles, motor vehicle noise prohibitions, fuel tax, and golf cart conversions.
