As introduced: - Requires law enforcement, prior to an identification procedure, to record an eyewitness’s detailed description of the perpetrator and the conditions under which the person was seen. - Prohibits conducting a lineup with a suspect identified by facial recognition technology unless there is independent, corroborating evidence of the person's involvement in the crime. - Establishes a legal preference for lineups over more suggestive show-ups and in-court identifications and creates new standards for lineup composition. - Requires audio and video recording of all identification procedures and the documentation of an eyewitness's confidence level at the time of the identification. - Authorizes the prosecuting attorney and the suspect’s attorney to be present to observe a lineup procedure.
