As introduced: - Establishes a transferable and descendible right of publicity, expiring 40 years after death, that prohibits the unauthorized commercial use of a person's digitally created or altered likeness, name, voice, or image. - Creates a private right of action for the non-consensual publication of a digitally altered private image for the purpose of harassing, annoying, or alarming the depicted person, and authorizes courts to order the image's removal from websites. - Exempts certain uses from the commercial right of publicity provisions, including for news, public affairs, sports, parody, satire, and works of art.
