As introduced: - Enacts the Responsible AI Safety and Education (RAISE) Act. - Requires large frontier developers to create, implement, and publish a framework for managing catastrophic risks and to issue transparency reports before deploying new or substantially modified frontier models. - Requires frontier developers to report critical safety incidents to an office within the Department of Financial Services within 72 hours of determination. - Prohibits large frontier developers from operating in the state without filing a disclosure statement and paying an assessed share to fund the program's administration. - Authorizes the Attorney General to seek civil penalties for violations.
