As introduced: - Authorizes New York City to establish a demonstration program using stationary and vehicle-mounted cameras to enforce parking, stopping, and standing violations. - Establishes a progressive fine structure for violations for the vehicle owner, starting at $50 and increasing to $250 for a fifth or subsequent violation within a 12-month period. - Prohibits the use of biometric identifying technology, including facial recognition, on any data or images collected by the program's cameras. - Exempts photographs and other recorded images produced by the program's cameras from disclosure under the state's public records law.
