As introduced: - Prohibits an autonomous vehicle from engaging in interstate commerce or transporting passengers or goods for hire unless a licensed human operator is physically present in the vehicle. - Requires the licensed human operator, when present, to comply with all federal and state standards, regulations, and laws for autonomous and motor vehicles. - Requires autonomous vehicles registered in the state to comply with all federal motor vehicle standards, regulations, and laws. - Eliminates current requirements for how an autonomous vehicle must respond to an automated driving system failure, such as alerting a human operator or achieving a minimal risk condition.
