As amended on 2/19/2026: - Prohibits the creation or operation of an artificial intelligence (AI) chatbot that encourages minors to engage in sexually explicit conduct or that promotes suicide, self-injury, or violence. - Requires operators of AI chatbots to create user accounts and implement a mandatory age verification process for all users. - Prohibits a minor from accessing or using an "artificial intelligence companion," defined as a chatbot designed to simulate emotional interaction or friendship. - Mandates that AI chatbots disclose to users that they are an AI system and not a human, and that they do not provide licensed professional services. - Establishes data security standards for age verification data, including a prohibition on selling or sharing the data, and grants enforcement authority to the Attorney General with penalties up to $100,000 per violation.
