As introduced: - Creates the “New Jersey Responsible AI Advancement and Workforce Protection Act", which establishes the AI Horizon Fund, financed by a 5% assessment on the gross revenue of AI infrastructure entities, to support workforce retraining and community initiatives. - Provides 13 additional weeks of unemployment benefits for workers displaced by AI and requires employers with 100 or more employees to file impact disclosures and make supplemental fund contributions for AI-related layoffs. - Requires AI infrastructure entities to conduct environmental impact assessments, report on resource usage, and enter into community benefit agreements with affected municipalities. - Mandates that high-risk AI systems used in areas like employment, housing, and criminal justice undergo an algorithmic impact assessment prior to deployment. - Authorizes the Attorney General to investigate and enforce penalties for AI-driven discrimination and unreasonable AI workplace surveillance.
