As engrossed on 3/16/2026: - Requires the model policy for technology developed at higher education institutions to include a tiered system of ownership based on the revenue generated. - Requires the model policy to ensure inventors or discoverers receive compensation that is competitive with similarly situated institutions. Adds aerospace and defense systems to the list of technologies that higher education institutions are encouraged to develop. - Mandates that policies related to research and development be reviewed every 7 years to ensure competitiveness.
