As introduced: - Prohibits state governmental entities from contracting for AI technology with companies owned by, controlled by, or based in a foreign adversary. - Creates a list of rights regarding artificial intelligence, including the right to use AI lawfully for personal and societal benefit and to supervise and control their minor children’s AI use, the right ot know if systems are collecting certain data, requiring transparency when interacting with AI systems, the right to pursue civil remedies for unauthorized use of likeness, the right to be protected from criminal acts, including the creation of sexual deepfakes, or slander, defamation, or libel, and the right to know if political communications are deepfakes. - Prohibits companion chatbot platforms from serving minors without parental consent and grants parents oversight rights, including the ability to monitor interactions and receive self-harm alerts. - Requires operators of online bots to disclose to users that they are interacting with an AI and not a human at the outset and every hour of interaction. - Prohibits an AI technology company from selling or disclosing personal information without deidentifying the data. - Prohibits the commercial use of an individual’s name, image, or likeness created by generative AI without express consent and establishes a private right of action for violations.
