As engrossed on 2/24/2026: - Requires state agencies to promote the adoption of artificial intelligence systems by reducing administrative burdens, streamlining procurement, and eliminating regulations that restrict innovation. - Prohibits state agencies from creating new regulatory requirements that are solely applicable to private sector artificial intelligence system development. - Prohibits state agencies from adopting rules that specifically regulate artificial intelligence systems unless expressly authorized by the legislature and the rule is the least restrictive means to achieve a statutory objective. - Requires emergency or temporary rules that regulate artificial intelligence systems to be approved by a majority vote of the legislature to remain in effect. - The 2/5/2026 amendment adds a new subsection requiring an annual AI implementation report.
