As introduced: - Creates the Autonomous Driving Safety Board to establish a permit system for the operation of autonomous vehicles on approved highways. - Requires a permit holder to register each vehicle, provide proof of financial responsibility, and submit a plan for how emergency personnel should interact with the vehicles. - Prohibits the operation of autonomous vehicles on any highway that is part of the national system of interstate and defense highways. - Sets the prohibited alcohol concentration for a person operating an autonomous vehicle at more than 0.02.
