As introduced: - Creates the Autonomous Driving Safety Board to authorize and regulate the operation of autonomous vehicles. - Requires a permit from the board to operate an autonomous vehicle on approved public highways. - Prohibits the operation of autonomous vehicles on highways that are part of the national interstate system. - Requires permit holders to register each vehicle, provide proof of financial responsibility, and submit an annual report to the board. - Establishes a prohibited alcohol concentration of more than 0.02 for a person operating an autonomous vehicle.
