As amended 2/3/2026: - Prohibits offering therapy or psychotherapy services through artificial intelligence unless such services are conducted by a licensed professional. - Restricts a licensed professional from allowing an AI to make independent therapeutic decisions, directly interact with clients for therapeutic communication, generate treatment plans without human review and approval, or detect emotinal or mental states. - Permits the use of AI for administrative or supplementary support in mental health care, if patient consent is given. - Requires a companion chatbot to notify the user that they are interacting with an AI at the outset and every three hours. - The 2/3/2026 amendment, deletes proposed changes to the Task Force on AI, adds definitions, deletes provisions requiring disclosure ot the Insurance Commission.
