As introduced: - Requires companion chatbots to disclose to minors that they are interacting with an AI at the outset of an interaction and once every three hours. - Prohibits providers of AI companion systems for minors from using deceptive or manipulative design practices, such as simulating human emotions, encouraging dependency, or misrepresenting the system as providing professional services. - Requires providers to implement reasonable measures to prevent generating harmful content, such as sexually explicit material or encouragement of self-harm, and to establish a protocol for redirecting users at risk to support resources. - Limits the collection and use of a minor's personal data. Prohibits the collection of a minor's personal data for targeted advertising, or profiling for engagement optimization of behavioral manipulation. Prohibits the collection of sensitive data of a minor unless necessary. - Requires providers to offer parental control tools. - Requires an AI companion system that presents a material risk of harm to minors to implement reasonable age assurance measures. - Establishes a private right of action.
