(Part DD) ++Alcohol++ - Prohibits an alcoholic beverage brand or trade name label from containing any statement, design, or device that would appeal to children or persons under 21. (Part O) - Repeals specific language from a section of law related to the filing of pricing schedules and trade names, as well as language that banned discounts, rebates, or coupons between retailers purchasing the same brands of liquor or wine. (Part O) - Creates requirements for persons applying for an alcohol fulfillment warehouse permit, and allows the warehouses to be used for direct shipment of beverages and shipping of beverages for sale by licensed retailers. (Part O) - Creates an adult care facility alcoholic beverage license and sets the fee at $500. (Part P) - Allows alcoholic beverages to be provided by a licensee in an airport lounge. (Part P) - Creates a higher education on-premises license for alcoholic beverage sales, and sets the fee at $1,500. (Part P) - Creates a hotel concessionaire license to sell unopened alcoholic beverages to go, and sets the fee at $1,920. (Part P) - Creates an early morning sport bar on-premises alcoholic beverages permit. (part P) - Creates a dine and dance license for on-premises consumption. (Part Q) ++Ethics++ - Establishes a deadline for lobbyists to complete their required training course and creates a fee for lobbyists who fail to complete that training on time. (Part U) - Requires both lobbyists and their clients to complete a state-run training course. (Part U) ++Tax++ - Allows the worker compensation board to impose an assessment of 0.4% to fund worker compensation fraud investigation (Part W). - Makes real property that is owned by the US government assessable to the lessees, contractors or users of the land (Part BBB). ++Financial Services++ - Establishes an optional twenty-five year retirement plan for public safety dispatchers (Part PP). - Establishes eligibility of participants in the New York City employees retirement system to opt into the twenty-five year retirement program for EMT members (Part SS). ++Sections removed in amendment++ - Expands the crime of criminal interference with reproductive health care. - Definition of a convertible pistol as a pistol that can be altered into a machine gun, defines digital firearm manufacturing code. - Ban on the distribution of materially deceptive AI-generated media intended to influence an election. (Part S) - Authorizes the use of channel pricing of liquor and wine by manufacturers and wholesalers by filing different prices and/or quantity discounts for on-premises and off-premises retailers. (Part O) - Enacts the "New York State Bivens Act" to create a state-level cause of action against federal officials for constitutional rights violations. - Establishes the "Sensitive Location Protection Act" to restrict civil immigration enforcement in locations such as schools and hospitals unless agents possess a judicial warrant. - Establishes the offense of unlawful use of a drone which occurs when a person operates a drone in a nefarious manner or over prohibited space without prior approval. Allows law enforcement officers to take reasonable measure to disable to a drone that poses a safety or security risk.
