As introduced: - Requires the Office of Enterprise Technology Services to establish and maintain statewide standards for the collection, management, and reporting of race and ethnicity data to be followed by all state and county agencies. - Imposes safeguards on the use of this demographic data in any automated or artificial intelligence system, including requiring bias testing prior to deployment, ongoing monitoring for fairness, and public disclosure of its use. - Limits the use of collected demographic data to public interest purposes, such as health equity and civil rights enforcement, and requires that personal identifying information remain confidential.
