As introduced: - Permits the testing of autonomous vehicles on public roads, provided a human operator is in the driver’s seat and capable of taking immediate control of the vehicle. - Requires a manufacturer to obtain and maintain an insurance policy, surety bond, or proof of self-insurance in the amount of $5 million. - Requires a manufacturer to receive approval from the Motor Vehicle Commission before testing, which includes certifying that the vehicle has a collision data recorder and a system to safely alert the operator of a technology failure. - Requires a manufacturer to provide a written disclosure to the purchaser of an autonomous vehicle describing what information is collected by the autonomous technology.
