As introduced: - Prohibits coordinators, such as data analytics services, from facilitating residential rent price-fixing and prohibits property owners from engaging in consciously parallel pricing coordination. - Lowers the pleading standard in civil actions for rent price-fixing, no longer requiring a plaintiff to allege facts that exclude the possibility of independent action. - Applies financial penalties for violations, including a fine of up to $1,000,000 for a corporation.
