As introduced: - Prohibits an operator of a "companion chatbot" from making it available to a child unless the chatbot incorporates safety measures to prevent it from encouraging harmful behaviors, offering mental health advice, or depicting sexually explicit conduct. - Specifies that until January 1, 2027, the prohibition only applies if an operator has actual knowledge that a user is a child. - Creates a private right of action.
