As introduced: - Requires electric and gas utilities to ensure qualified personnel can override automated decision systems used for infrastructure management and mandates human approval for outputs from high-risk systems. - Prohibits a utility from deploying a high-risk automated decision system without first filing a safety plan with state regulators and operating the system in a preliminary staging mode. - Requires utilities to report to state regulators within 24 hours any major service outage or safety incident caused by a high-risk automated decision system. - Requires utilities to provide at least 180 days' advance notice to employees and labor organizations before implementing automated systems that materially affect job duties or staffing levels. - Prohibits a utility from laying off certain employees due to the implementation of a high-risk automated decision system unless all feasible retraining and redeployment options have been exhausted.
