As introduced: - Establishes a statewide framework for the operation of autonomous vehicles, requiring state authorization to operate without a human driver and defining the automated driving system as the driver for legal purposes. - Requires an operator to maintain financial responsibility of at least $1,000,000 in liability coverage when the automated driving system is engaged. - Authorizes and establishes requirements for on-demand autonomous vehicle networks used to transport passengers or goods for-hire. - Preempts local governments from enacting ordinances that create separate regulations, restrictions, or specific fees related to autonomous vehicles or on-demand networks.
