As introduced: - Requires covered online platforms to publicly disclose key information about their algorithmic recommender systems, including the data inputs and weights used to rank content. - Requires the algorithmic recommender system to be configured, by default, to maximize one or more long-term user value metrics. Requires providing an accessible user interface to communicate the user's preferences. Prohibits degrading or withholding quality for exercising rights. - Requires an algorithmic recommender system that uses personal data provided to a covered minor to be configured by default to maximize one or more long-term user value metrics applicable to minors. - Requires platforms to maintain a 'holdout group' to test algorithmic changes, conduct annual assessments, and obtain an independent audit of these assessments. - Creates a private right of action.
