(Part A-1) - Provides school districts with curriculum and best practices for evidence-based mathematics instruction. - Creates a tax abatement program for improvements to affordable multi-family housing in New York City. - Increases the monthly personal needs allowance for aged, blind, and disabled individuals and makes permanent the state financing structure for residential school placements. - Authorizes a tax abatement for alterations and improvements to multiple dwellings for purposes of preserving habitability in affordable housing in cities of 1 million or more. - Establishes the homeowner protection program to ensure the availability of free housing counseling and legal services to homeowners for the purposes of mitigating threats to homeownership and requires the department of law to provide grants to eligible not-for-profit housing counseling organizations and legal services organizations to provide services under the program. (Part Q) - NOTE: 3/9/2026 Amendment removes language related to establishing a new felony for the aggravated harassment of a rent-regulated tenant.
