As amended 3/9/2026: - Restructures the state's universal prekindergarten funding formula and requires school districts to offer full-day programs for eligible four-year-olds by the 2028-2029 school year. - Extends mayoral control of New York City public schools until June 30, 2030. - Provides school districts with curriculum and best practices for evidence-based mathematics instruction. - Establishes the artificial intelligence literacy in the digital equity competitive grant program. (Part A-1) - Establishes a new felony for the aggravated harassment of a rent regulated tenant. - Increases the monthly personal needs allowance for aged, blind, and disabled individuals and makes permanent the state financing structure for residential school placements. - Establishes the New York state first home savings program to authorize first time home buyers to establish savings accounts to buy their first home (Part Q). - Creates a fiscal cliff task force that reviews among other things property tax credits, effective tax rates, and the earned income tax credit (Part Z). - Enacts the "shelter arrears eviction forestallment act" to provide emergency assistance for rent or mortgage arrears or other fees for the prevention of eviction (Part BB). - Increases the permitted number of land-banks that can simultaneously exist in the state from 35 to 45 (Part N). - Establishes a program to fund the replacement of mobile or manufactured homes with new affordable and energy efficient manufactured, modular, or on site homes (Part T). - Establishes a SNAP and cash assistance fraud victims compensation fund (Part GG).
