As substituted 3/18/2026: - Requires the Commissioner of Energy and Environmental Protection to assess and report to the General Assembly by January 1, 2027, on methods to facilitate the department's general and individual permitting processes. - Specifies the assessment must evaluate the the use of artificial intelligence tools to do the preliminary review of all applications, and the feasibility of creating an expedited review process with increased fees for the expedited service for specified permits and identifying any permits appropriate for such service and any statutory changes required to effectuate such expedited review process. - NOTE: 3/18 substitute removes reference from introduced bill that required the assessment to evaluate third-party permitting.
