As amended on 4/14/2026: - Prohibits advertising or representing to the public that artificial intelligence is able to act as a mental health professional or offer therapy or mental health services. - Creates the Megan Meier Act, to prohibit a social media platform from allowing an account holder under 16 years of age without verified parental consent. Requires age verification. Requires providing parental tools to review account activity and limit messaging features. - Prohibits a social media platform from using addictive design features targeting minors, including infinite scroll or auto-play, permitting direct messaging from adults, or targeted advertising to minors under 16. - Prohibits replicating or altering an image or voice to generate explicit sexual material using artificial intelligence or using the likeness of an individual through AI for explicit sexual material without consent. Creates a private right of action. - Adds " artificially generated visual depiction" to criminal provisions relating to child pornography. - The 4/14/2026 amendment added provisions relating to therapy chatbots and social media age verification.
