As enrolled: - Expands the scope of a "pattern of criminal offenses" to include acts committed online, including through artificial intelligence, and adds organized retail theft to the list of predicate offenses. - Creates the new felony offense of exploiting a vulnerable person, such as a minor or elderly individual, to engage in any crime and establishes enhanced penalties for a pattern of such exploitation. - Significantly expands the definition of "personal identifying information" for identity theft and creates the new crime of "aggravated identity theft" for possessing the information of five or more victims. - Makes it unlawful to willfully and fraudulently impersonate another person or entity by creating or using a physical or digital profile or a stolen or synthetic identity, or by misusing logos, contact information, or other identifying marks to falsely represent authenticity in order to obtain money, licenses, accounts, property, or other items of value. - Adds additional penalties for the use of electronic devices or digital technologies, including artificial intelligence, in furtherance of such crimes.
