As amended on 4/7/2026: - Requires a companion chatbot operator to disclose to a minor user that the interaction is not with a human at the beginning of a conversation and every three hours. - Prohibits an operator from knowingly allowing a companion chatbot to make statements to make a minor user believe the chatbot is human or sentient or capable of emotions, engage in a romantic or sexual relationship, offer mental health, medical, or therapeutic services, or discourage disengagement. - Requires operators to implement reasonable measures to prevent companion chatbots from offering sexual content to minors or encouraging self-harm or illegal activity. - Requires protocols to address users seeking crisis intervention for self-harm or suicide. - Requires operators to publicly disclose minor protection plans to address risk of harm. - Requires an operator to provide parental tools and controls. - Requires a companion chatbot operator to implement age assurance measures. - Grants enforcement to the attorney general with no private right of action.
