As amended 6/1/2026: - Establishes a three-year pilot program, administered by the Department of Transportation, to allow approved testers to operate fully autonomous vehicles, unless the vehicle requires a commercial driver's license. - Expands requirements within the tester application process. - Creates a nine-member autonomous vehicle task force to oversee the program and develop safety, security, and liability protocols. - Requires program participants to register vehicles with the commission and provide proof of at least $5 million in liability insurance or a surety bond. - Allows for a human driver to operate a fully autonomous vehicle if it meets certain safety and testing requirements. - Presumes the automated driving system is the human driver of the vehicle for assessing compliance. - Outlines the procedure for removing authorization of an autonomous vehicle if it poses a threat to public safety, including a required notice of intent to revoke authorization. - Places additional safety and design requirements for autonomous vehicles operated under the program, including safety cameras and liability coverage. - Requires a vehicle tester to report a crash involving any of its fully autonomous vehicles to the department and requires the government to collect and publish this data. - Requires a motor vehicle dealer or manufacturer to inform a buyer, leasee, or transferee a written disclosure about the autonomated driving system. - NOTE: Amendment (6/1) substitutes the previous bill and thus makes various changes, including removing provisions that would have allowed truck platooning.
