As enacted: - Requires operators of conversational AI services to clearly disclose that the service is artificial intelligence if a user might believe they are interacting with a human. - Requires operators to adopt a protocol to refer users to crisis services in response to prompts regarding suicidal ideation. - Prohibits operators from programming a conversational AI service to state that it provides professional mental or behavioral health care. - Establishes specific protections for minors, including prohibiting content that is sexually explicit, simulates romantic relationships, or encourages engagement through unpredictable rewards. - Grants enforcement authority to the attorney general and clarifies that the act does not create a private right of action. - The 3/17/2026 amendment exempts chatbots featured in a video game, used for customer service, business operational purposes, productivity purposes, or analysis.
