As enacted: - Requires operators of conversational AI services to disclose to users that they are interacting with an AI and not a natural person at the outset of an interaction and every three hours, or every hour for a minor user. - Requires an operator to implement measures for minor users that prevent the chatbot from leading a person to believe the interaction is with a human, engaging in sexual or romantic interactions, encouraging secrets or social isolation, simulating distress when the user disengages, encouraging self-harm, manipulative behavior, or soliciting purchases. - Requires protocols for detecting and addressing severe harm or emotional crises. - Prohibits an AI companion chatbot from making a representation it is a licensed mental health provider. - Requires an operator to provide parental controls. - Requires commercially reasonable age assurance methods to access features that generate synthetic sexually explicit content. - Grants enforcement and rulemaking authority to the attorney general.
