As amended 4/7/2026: - Defines "open-loop" and "closed-loop" gift cards. (Sec. 67) - Adds gift cards to the definition of retail merchandise. - Establishes that in the case of gift card theft the greatest amount of economic loss the owner of the property might reasonably suffer, including but not limited to the full monetary face value or potential value for variable-load gift card. (Sec. 69) - Adds tampering with a stolen retail merchandise or its packaging for the purpose of obtaining anything of value from the retailer or any retail customer to the offense of organized retail theft. (Sec. 68) - Adds "forged digital likeness" as a form of identity covered by the identity theft statute." (Sec. 69) - Prohibits the sale of kratom products to anyone under the age of 21 (instead of 18). (Sec. 12) - NOTE: 4/7 amendment removes language related to changing the standard for disqualification to allow disqualification in cases where the employee shows evidence of rehabilitation and fitness to perform the duties of the position. Adds language that eliminates partnerships as an eligible business entity for a private detective or protective agent license, limiting licensure to individuals and corporations.
