As amended 4/21/2026: - Requires hospitals to place signs in the emergency as well as the labor and delivery departments that warn against the crime of assaulting health care professionals. - Requires Medicaid reimbursement for the professional component of clinical pathology services. - Sets a minimum reimbursement rate at 30% of the approved MO HealthNet Independent Lab - Technical Component fee schedule. - Prohibits health carriers, pharmacy benefit managers (PBMs), or their affiliates or agents from restricting reimbursements to 340B contract pharmacies or imposing specific terms or conditions for receiving 340B drugs. - Defines "covered entity" to include any pharmacy with which such entity has contracted to dispense 340B drugs on its behalf. - Prohibits health carriers and PBMs from discriminating in reimbursements to covered entities because a drug is a 340B drug, refusing to cover 340B drugs, requiring covered entities to atypically resubmit or clarify 340B drug pricing claims, or requiring covered entities to identify a 340 drug. - Requires health plans to establish surplus accounts that exceed 600 thousand dollars or an amount equal to two times the authorized control level risk-based capital. - Prohibits health benefit plans and health care professionals from denying coverage of a non-opioid in favor of an opioid, requiring enrollees to first try opioids, or requiring a higher level of cost-sharing for non-opioid drugs relative to opioids. - Prohibits AI developers from advertising that the AI can act as a mental health professional or that it is capable of providing therapy or mental health diagnoses. - Authorizes directors, administrators, and treating physicians of mental health programs and emergency receiving centers to file a petition with the court to order involuntary outpatient mental health treatment for patients.
