As introduced: (formerly HD 6046) - Governor's economic development package, "Mass Wins." - Authorizes over $300 million in capital grants for strategic sectors, including applied AI, defense technology, robotics, and downtown revitalization. - Authorizes provision of incentives for "climatetech" and "gridtech" companies, and creates a gridtech advisory board. - Authorizes electric utilities to offer discounted rates ("special contracts", as defined in the bill) to attract or retain large businesses, contingent on approval from the Dept. of Public Utilities. - Reduces the initial filing fee for most new limited liability companies (LLCs) from $500 to $100. - Creates a pathway for municipalities to allow as-of-right conversion of commercial properties to residential housing, standardizes local site plan review processes, and sets tax increment financing procedures. - Requires that employees receive fair compensation, equivalent to garden leave payments, during the period of a non-competition agreement. - Directs the state Pension Reserves Investment Management board to invest at least $50 million in a fund to attract global investment to Massachusetts-based companies. - Repeals the Massachusetts Alternative and Clean Energy Investment Trust Fund. - Allows a person to be licensed as a home inspector if the person is a licensed professional engineer and has performed not less than 50 home inspections under the supervision of a licensed home inspector. - Requires a person to be licensed by the state in order to engage in the business of selling or reselling tickets to live entertainment events. - Provides that certain requirements related to licensure and price disclosure on the face of a ticket do not apply to tickets for admission to events exclusively held for the benefit of religious, educational, or charitable institutions, societies or organizations, or civic leagues or organizations not organized for profit. - Authorizes new multi-family housing and new construction of mixed-use developments to be exempt from residential parking requirements that exceed 1 parking space per residential dwelling unit.
