As introduced: - Prohibits, as an unfair trade practice, the use of surveillance pricing for essential goods and services, defined as varying prices within the same day based on demand or a consumer's personal data. - Defines "surveillance pricing" as the practice of varying the prices of consumer goods or services within the same business day based on demand or other factors, including the use of algorithmic pricing. - Defines "essential goods and services" as goods and services necessary to consumers' health and safety, such as food, water, paper towels, toilet paper, home cleaning products, toiletries, diapers, and feminine products. - Exempts certain pricing practices from the ban, including promotional offers, loyalty programs, group discounts, and price differences based on objective costs like shipping. - Appropriates funds to the Department of Justice to create two attorney positions for enforcement of the ban.
