Summary

As amended 6/3/2026: - Establishes the North Carolina High School Redesign Commission and creates several pilot, grant, and competency-based education initiatives to develop innovative high school models that connect secondary education with postsecondary education and workforce pathways. - Creates and expands the TeachReadyNC Program, including a registered teacher apprenticeship system, grants, and reporting requirements designed to strengthen the educator pipeline. - Authorizes new student-driven learning models, including STEM- and health sciences-focused Learning Accelerators (SparkNC) that include topics on artificial intelligence and provide modular learning opportunities and elective credit, and establishes a program for schools to utilize AI-based tutoring services. - Establishes an AI Academic Support program to allow schools to contract with Khan Academy to use AI to support teachers with lesson plan development. - Authorizes excused absences for released-time religious instruction programs. - Establishes evaluation and reporting requirements for new educational innovation initiatives through the Office of Learning Research at the North Carolina Collaboratory. - Note: Previous versions of the bill focused primarily on establishing the High School Redesign Commission, TeachReadyNC, Learning Accelerators, AI tutoring, and advanced-course enrollment policies; subsequent amendments expanded the bill to include competency-based education pilots, teacher apprenticeship enhancements, Advanced Teaching Roles revisions, released-time religious instruction provisions, and additional program evaluation requirements.
