As amended on 7/17/2025: - Requires a state agency responsible for operating, managing, overseeing, or controlling access to critical infrastructure, that deployers a covered artificial intelligence (AI) system to establish a human oversight mechanism that ensures a human monitors the system’s operations in real time and reviews and approves any plan or action proposed by the system before execution. - Requires the Department of Technology to administer specialized training in artificial intelligence safety protocols and risk management techniques to oversight personnel. - Requires an annual assessment of artificial intelligence systems and automated decision systems. - Subjects each entity that fails to provide an AI adverse event report to a civil penalty. - Authorizes the office to, among other things, authorize public or private entities to receive information about individual events or aggregated statistics for the purpose of collaboratively addressing identified harms. - NOTE: Amended version adds provision, not included in the earlier bill, requiring any entity that engages in conduct that could materially impact critical infrastructure safety, security, or operations to report an artificial intelligence (AI) adverse event.
