As introduced: - Requires a social media platform to provide notice regarding privacy policies. - Prohibits using algorithmic recommendations to a minor user or to a user who has not expressly consented and opted in. Requires giving users a mechanism to alter, change, or delete categories of personal information used in an algorithmic recommendation system. - Requires certain default design features for minors including notifications turned off, reaction to content turned off, communications from unlinked accounts limited, account data invisible to unliked accounts, geolocation disclosure to others disabled, and auto-play and other features to increase use turned off. - Requires providing all users to a mechanism to change and delete data. - Gives minor users a right to be protected from manipulative design, right to transparency, and a right to protection from personalized recommendation systems. - Creates a private right of action. - Creates a North Carolina Data Privacy Task Force.
