As introduced: - Requires training of cannabis retail employees by retail distributors. - Bans the distribution of cannabis products in vending machines except for machines that are permitted (1) in any establishment which is open only to persons 21 years of age and older or (2) in any establishment if the vending machine is under the continuous control of the owner or licensee of the premises can be operated only upon activation by the owner or employee prior to each purchase. - Directs DHHS to seek approval from the Centers for Medicare and Medicaid Services to implement Medicaid coverage of certain healthcare services provided by a doula - Creates a tax credit for employers providing child care to employees. - Requires that any child less than eight and less than 57 inches tall be restrained in a height and weight-appropriate restraint system. - Requires that a child be restrained in the rear seat unless the vehicle has no rear seats or the restraint system is designed to be used with front airbags. - Prohibits social media platforms from using algorithms, notifications, or design features that encourage compulsive use among users under 18, banning practices like infinite scroll, autoplay, and variable rewards. - Prohibits social media platforms from collecting, processing, or storing personal data of minor users for behavioral profiling, targeted advertising, or commercial purposes without express, informed parental consent. Requires platforms to publish annual Child Safety Transparency Reports. - Criminalizes sexual deepfake content depicting minors. - Establishes that an individual who lives in the same premises as a minor and owns, possesses, stores, or leaves a firearm in a manner that the person knew or should have known an unsupervised minor would access the firearm and the minor uses it is guilty of a Class 1 misdemeanor. - Creates a program to provide stipends to any student attending a community college who is participating in an apprenticeship related to child care. - Increases age of purchase for tobacco and vapor products to 21. - Clarifies that a vapor product retail dealer needs a separate license for each location.
