As amended on 1/5/2026: - Establishes the California AI Standards and Safety Commission to maintain formal liaison relationships with state agencies deploying or procuring artificial intelligence, providing artificial intelligence technical expertise and artificial intelligence risk assessment, and designating one or more entities as independent verification organizations (IVOs). - Directs IVOs to implement a plan for artificial intelligence risk mitigation and report regularly on existing evaluation resources and mitigation measures to mitigate observed and potential risks. - The previous version of this bill established multistakeholder regulatory organizations to certifiy artificial intelligence models, but those provisions were replaced with the 1/5/2026 amendment.
