As introduced: - Establishes the Downtown Vitality Fund, financed by 1% of sales tax receipts from remote retailers, to issue grants for the revitalization of downtowns and commercial districts. - Creates the Massachusetts Downtown Initiative to promote commercial districts, a "MassMakers Portal" to serve as a one-stop-shop for business compliance, and a "Supply Mass/Buy Mass" program to connect local suppliers with purchasers. - Requires state agencies to consider a bidder's principal place of business in the commonwealth when evaluating bids for goods and services. - Creates a special commission to study how artificial intelligence and other emerging technologies can be used to support the sales and use tax compliance for online and marketplace transactions.
