As substituted on 2/26/2026: - Prohibits granting artificial intelligence (AI) systems legal personhood, the ability to own property, hold corporate office, or enter into a marriage or similar legal union. - Assigns liability for harm caused by an AI system to its owner or user, while also holding developers and manufacturers liable for defects under product liability principles. - Requires developers, manufacturers, and owners of AI systems to prioritize safety mechanisms designed to prevent or mitigate risk of direct harm. - Requires owners or developers to notify authorities of severe incidents involving significant bodily harm, death, or major property damage. - The 2/26/2026 substitution creates a safe harbor from liability for developers and deployers that adhere to NIST standards of risk management. Deletes provisions relating to piercing the corporate veil. Amends definitions.
