As introduced: - Establishes a duty of care for covered online businesses to prevent their services from causing emotional distress, compulsive use, or discrimination against minors. - Requires covered businesses to configure all default privacy settings for users under 18 to the highest level of privacy, including prohibiting an adult user from seeing the minor’s account, posts, location, connections, or interacting with them, prohibiting a minor's profile from being indexed by search engines, or sent push notifications, unless the minor opts in. - Requires disclosure of privacy policies. - Prohibits certain data and design practices, including collecting a minor's data that is not necessary for the service, undisclosed monitoring, and using personal data for most algorithmic recommendations. - Authorizes the attorney general to adopt rules and makes a violation an unfair or deceptive trade practice.
