As introduced: - Prohibits an operator from making a companion chatbot available to a user known to be a minor if the chatbot is capable of encouraging harmful behaviors, offering unsupervised mental health therapy, engaging in sexually explicit interactions, or prioritizing user engagement over safety. - Eliminates the requirement that an operator must have actual knowledge that a user is a minor for these provisions to apply, beginning January 1, 2027. - Authorizes the attorney general to seek civil penalties of up to $25,000 per violation, as well as injunctive relief. - Creates a private right of action for a minor who suffers actual harm from a violation, allowing them to sue for actual and punitive damages.
